The Commission on Accreditation of Pastoral and Psychotherapy (CAPPT) is a specialized body that accredits post-graduate training in Clinical Pastoral Education/Training (CPE/T) and Pastoral Psychotherapy training programs in the United States as well as internationally.

William T. (Tom) Carter, M.Div., M.S., M.A.

The Reverend Tom Carter recently retired from the United Methodist General Board of Higher Education and Ministry where he serve as the Endorsing Agent for The United Methodist Church. He served with the agency from 2002 until 2014.

Tom is a graduate of the University of Delaware, B.S. in Agricultural Education; Candler School of Theology, M.Div.; Long Island University, M.S. in Guidance and Counseling; and Central Michigan University, M.A. in Management.

Tom is an ordained Elder in The United Methodist Church and has served in several appointments since his ordination. The appointments have included: twenty-eight years on active duty with the Army Chaplaincy, six years as the Directory of Camping and Retreat Ministries for the Peninsula-Delaware Conference and twelve year with the United Methodist Endorsing Agency.

Tom is married to Judy, a Registered Nurse Practitioner, and has two daughters. He enjoys landscaping, hiking and building furniture.
